After four years serving as director of the National Civil Aviation Agency (ANAC), Ricardo Fenelon Junior will bring his experience to a newly opened law firm, which focuses on aviation, infrastructure, and regulatory law.
Fenelon Advogados, with offices in Brasília and São Paulo, aims to offer clients personalized high quality transactional and litigation services through the preparation of legal analyses and opinions, judicial and administrative litigation, before Superior Courts, Agencies and State and Federal Court of Accounts, as well as in arbitrations and mediations.
During his role as director of ANAC (2015-2019), Fenelon directly addressed some of the most important issues relating to the aviation industry. During this period, he was the rapporteur for some of the most complex cases in recent years, such as Resolution no. 400/2016, which deregulated the checked baggage allowances in Brazil, and the Brazilian Special Civil Aviation Regulation (RBAC) No. 94/2017, which regulated the operations of unmanned aircrafts, popularly known as drones. In addition, he was the rapporteur for leading cases involving airport concessions, such as the reprogramming of the concessions of Galeão Airport (GIG) and Guarulhos Airport (GRU).
The former director became known for his technical, pragmatic and decisive profile, having coordinated several projects that resulted both in the improvement of ANAC's management and Brazilian civil aviation regulation.
In 2016, the “paperless ANAC” project sponsored by Fenelon, resulted in the implementation of an electronic information system, known as SEI! at the Agency. This project greatly reduced the time ANAC spent dealing with each case, and generated savings close to one million reais in the first year alone. In 2019, another project, called “remodeling of air transport services”, also sponsored by the former director, resulted in the update of several regulations and definitions, with the aim of simplifying rules and offering new business models in Brazil.

Ricardo Fenelon Junior holds a Master of Laws (LL.M.) in International Business and Economic Law from Georgetown University, a post-graduate degree in Business Law from Fundação Getúlio Vargas (FGV), a post-graduate degree in Civil Procedural Law from Instituto Brasiliense de Direito Público (IDP), and a Bachelor of Laws from the Centro Universitário de Brasília (UNICEUB).
Prior to Fenelon also worked in prominent law firms serving the private sector before taking public office.
Currently, Fenelon is an arbitrator, a professor of Aviation and Regulatory Law at Instituto Brasiliense de Direito Público (IDP), and president of the Brazilian Institute of Air Law (IBAER). IBAER is an association formed in October 2019 by a group of more than one hundred lawyers and professionals in the sector with the objective of carrying out studies and promoting technical discussions.
Fenelon was also the Brazilian Member of the Legal Committee of the International Civil Aviation Organization (ICAO) between 2017 and 2019. In addition, he holds a diploma in International Air Law from the International Air Transport Association (IATA), and holds a certificate in Dispute Resolution and International Arbitration from Georgetown University Law Center.
